ERB BOARD MEMBERS 2007 - 2010

Eng. Prof. Lema is a Civil Engineer and a project management expert with local and international experience in the management of civil engineering projects. He holds BSc. Eng (1st Class) Honours degree from the University of Dar es Salaam, MSc and PhD in engineering from Loughborough University in United Kingdom. He has experience of more than 20 years in conducting studies in project appraisal, construction project planning, procurement, contract formulation and management, project performance evaluation and corporate strategic planning. He has organised and conducted more than 25 short courses for construction and related-industry practitioners both in and outside Tanzania more that half of which are on contract management. A number of these courses have been tailor-made to address specific requirements.

Prof. Lema is an author of more than 30 international and local technical publications, research and study reports. He has been lecturing at both undergraduate and postgraduate level on project management that in inclusive of project procurement. As a associate professor at the College of Engineering and Technology, at the University of Dar es Salaam, Prof. Lema has supervised to successful completion over 30 Masters Degree dissertations, two Masters Theses and four PhDs in Tanzania, South Africa and Sweden all of these in the area of project and procurement management. Prof. Lema is a visiting professor at the University of Botswana teaching Project Risk Management at postgraduate level. He is also a co-author of an ANSTI sponsored forthcoming book titled: “Fundamentals of Civil Engineering Construction Management”. Prof. Lema is a consultant to a number of public projects including the recently launched USA financed Millennium Challenge Corporation Projects. He is an adjudicator in a number of public construction projects.

An electrical engineer, holder of a B Sc (Eng) from the University of Science and Technology in Kumasi Ghana and an MBA from Simmons College in Boston Massachusetts in 1976 and 1991 respectively.

Has thirty years of experience in the aviation industry, which she joined immediately after her graduation in 1976. She started as an airport electrical engineer at the international airports of Kilimanjaro and Dar es Salaam. Promoted into management in the mid eighties rising to become the Airport Manager of Dare s Salaam International Airport in 1989.

From 1994 to 1995 was the National Project Coordinator of aviation donor funded projects. Was appointed the Director of Aerodromes in 1995 to head the reestablished directorate after its separation from the Directorate of Civil Aviation with which it was merged for 10 years. In 1998 was appointed as the Director General of the Directorate of Civil Aviation just ahead of its transformation into an autonomous Civil Aviation Authority (TCAA).

In 2004, was reappointed in the post. As Chief executive Officer of the Tanzania Civil Aviation Authority, is overall responsible for the safety, security and economic oversight of the aviation industry and the provision of air navigation services in Tanzania.

She has overseen the growth of the Tanzania CAA into an efficient and respectable institution, achieving a very good rating under ICAO audit.

Is registered with the Engineers Registration Board of Tanzania; she is a Member of the Institution of Engineers Tanzania and sits on several Boards including the Engineers Registration Board, the Dar es Salaam Institute of Technology and the Dar es salaam University College of Engineering and Technology.

Eng Richard J. Masika who attained PhD in Structural Engineering is the Vice Principal and Director of Studies at the Dar es Salaam Institute of Technology (DIT) since May 2000. He is also a Senior Lecturer in Structural Engineering at the Civil Engineering Department, DIT. Before taking his post at DIT Eng Dr Masika was employed as a Civil/Irrigation Engineer by the Ministry of Agriculture and Livestock Development between 1995 and 1996. In 1997 he worked as a Tutor in Civil Engineering at the then Dar es salaam Technical College and in 1998 he was seconded to the Konoike Construction Co. Ltd., where he worked for two years as the Site Agent on Rehabilitation and Improvement of Sewerage, Roads and Drainage Systems in the Arusha City (USRP Projects).

Eng Dr. Masika obtained his PhD in Structural Engineering in 1993 and got his Masters Degree in Civil and Structural Engineering from the Technical University of Budapest Hungary. Between 1997 and 2002 Eng Dr Masika became a Councillor for the National Council for Technical Education Tanzania (NACTE). He also became a member of the Professional Development Committee of the Engineers Registration Board (2001 - 2006). Eng Dr Masika is a registered member of the Hungarian Board of Civil and Structural Engineers (1993) as well as a registered member (professional category) of the Engineers Registration Board of Tanzania. Eng. Dr Masika was awarded the 2004 Distinguished Engineering Accomplishment Award in Recognition of his contribution to the socio-economic development of Tanzania.

Eng Dr. Kumbwaeli Wingiandumi Salewi obtained his PhD in Civil Engineering in 2003 from Washington Internat
ional University U.S.A and a Masters degree in Civil Engineering from the City University, London U.K in 1980.He graduate with MBA from the University of Nottingham U.K in 1993.

Eng Dr Salewi is a Regional Programme Manager (Chief Technical Advisor) at the ILO Area Office, Dar es Salaam. His responsibilities cover’s technical, managerial and strategic issues in relation to programme implementation in Tanzania, Kenya and Uganda. He has undertaken a number of projects and consultancies including, Labour-based Contractor Training for Rural Roads Maintenance and Rehabilitation, Integrated Solid Waste Management for the Dar es Salaam City, and Community Based Infrastructure Upgrading – Hanna Nassif Dar es Salaam.

Eng Dr Salewi has an experience of Over 25 years of practice in engineering which covering, Design, Supervision, Commissioning of Civil Engineering Structures/ Projects , Procurement of consulting and construction contract services, and Project Management and Training.

Eng Dr Salewi is registered with the Engineers Registration Board as a Consulting Engineer. He is a Fellow of the Institution of Engineers Tanzania and sits on several Boards including the Engineers Registration Board, He is also a member of American Society of Civil Engineers and Professional Engineers in the USA. Eng Salewi is also a Fellow of Institution of Civil Engineer / ICE (UK) and is an Associate in Tanzania Institute of Arbitrators and a Fellow of Institution of Civil Engineer / ICE (UK).

Eng. Exaud Mushi is currently Managing Director of NORPLAN TANZANIA LTD a firm of Consulting Engineers and Planners. He began his career as a Civil Engineer in 1983 with MECCO, then a parastatal Class One Contracting Company. Later in 1986 he moved into consultancy until 1991 when he joined University of Dar es Salaam as a Development Engineer, a position that required him to carry out, among others, a research leading to MSc in Highway Engineering. He concluded his contract with University of Dar es Salaam in 1996. In December 1996 he joined NORPLAN A.S (T) Branch as a Senior Civil Engineer. In 1998 he was promoted to a position of Country Manager being the first Tanzanian to take that post which had been held by expatriates for more than 22 years. In 2005 together with other engineers they bought majority shares of the Branch and established a local company, NORPLAN Tanzania LTD. He was appointed the first Managing Director and a Board Member posts he holds to-date.

Eng. Mushi is an Immediate Past Chairman of the Association of Consulting Engineers Tanzania (ACET) and a Council Member of the Institution of Engineers Tanzania.

Eng. Samuel Ng’wiyandi Lupimo obtained his MSc. in Geotechnical Engineering in 1979 from Leningrad Mining Institute in USSR.

Eng. Lupimo is a Principal Executive Engineer and Head of Design and Supervision the Supply and Sewerage Department. His responsibilities covers Technical and Administrative issues which includes Preparing detail designs and tender documents for small dams in DSM and Supervising the construction of the dams ,Eng Lupimo, Carried out evaluation on Technical and Financial proposals for water Supply and Sewerage projects for Lindi, Mtwara, Mbeya, Musoma, Shinyanga, Dodoma, Tabora and Singida towns. He Coordinate the preparation and financing of prefeasibility studies by ADB for Kigoma, Musoma, Bukoba, Singida and Shinyanga towns.He also has undertaken a numbers of Geotechnical surveys on determination of bearing capacities on various projects in the Country.

Eng. Mlote had previously worked with Tanzania Commission for Science and Technology (COSTECH) as Senior Scientific Officer from January 2000 - August 2003 and Tanzania Sisal Authority where he held several senior positions in engineering (from Estates Engineer, Chief Engineer to Group Engineer) from July 1988 - July 1997.

Eng. Mlote was the National Coordinator for the Water Poverty Index (WPI) development (2000 - 2002) and first Chairperson of the Gender Advisory Board (GAB) Tanzania chapter 2001 - 2003). Eng. Mlote holds a B.Sc. (Agricultural Engineering) of Sokoine University of Agriculture (1988) and M.Sc. (Environmental Engineering) of University of Dar es Salaam (1999).
