Engineering Consulting Firm Registration

An Engineering Consulting Firm (ECF) is a legally registered business entity that provides engineering consulting, design, and supervision services in Tanzania. All firms offering professional engineering services must be registered with ERB. A firm may be a local entity or a foreign firm with a working contract in Tanzania.

Legal Requirement

Under the Engineers Registration Act Cap. 63, no firm may offer engineering consulting services in Tanzania unless it is registered with ERB. Firms must maintain current registration and a valid Practicing Certificate at all times.

A. Local Engineering Consulting Firm (ECF)

📋 Registration Requirements

  • The firm must be duly registered as a business entity in Tanzania (Certificate of Incorporation or Business Name Registration)
  • At least one partner/director must be a registered Consulting Engineer (CE) or Independent Consulting Engineer (ICE) with ERB
  • The Principal Engineer (PE/CE) must be identified and their ERB registration number provided
  • Proof of office space/premises (tenancy agreement or title deed)
  • List of professional staff with their ERB registration numbers
  • Evidence of relevant engineering equipment and resources for the proposed disciplines
  • Declaration of disciplines of practice (from the 11 prescribed ERB disciplines)
  • Completed application form: AECF-10

B. Foreign Engineering Consulting Firm (FECF)

  • The firm must have an active engineering consultancy contract with a client in Tanzania
  • Proof of registration/certification as an engineering consulting firm in the country of origin
  • Proof of professional indemnity insurance coverage
  • List of professional staff assigned to the Tanzania project, including their ERB registration status (TPE/TCE)
  • Details of the specific project or contract in Tanzania
  • Completed application form: AECF-10 (Foreign)

Engineering Materials Testing Laboratory Registration

An Engineering Materials Testing Laboratory (EMTL) is a facility registered by ERB to conduct engineering materials tests and issue test reports for use in engineering projects in Tanzania. Registration ensures that laboratories meet the required standards of competence, equipment, and qualified personnel.

Why Register?

Only ERB-registered laboratories may issue materials testing reports for engineering projects in Tanzania. Unregistered laboratory reports are not accepted for project certification, government procurement, or professional engineering sign-off.

Registration Requirements — EMTL

📋 Requirements

  • The laboratory must be a legally registered business entity in Tanzania
  • A qualified Engineer (registered with ERB) must be the Technical Manager/Laboratory Director responsible for technical operations
  • Adequate and calibrated testing equipment appropriate for the declared testing categories (soil, concrete, bitumen, etc.)
  • Proof of calibration certificates for all testing equipment (from a recognised calibration body)
  • Qualified laboratory technicians with relevant experience in the testing disciplines
  • Documented quality management procedures and test methods (aligned with standards such as BS, ASTM, or AASHTO)
  • Proof of premises (laboratory space, ownership or tenancy agreement)
  • Inspection visit by ERB evaluators to verify equipment and facilities before registration is granted
  • Completed application form: ALAB-11

  • Concrete and cement testing (compressive strength, slump, cement content)

  • Water quality and environmental testing
  • Aggregate testing (Los Angeles abrasion, specific gravity, flakiness index)

Unregistered Labs Not Accepted

Test reports from non-ERB-registered laboratories are not accepted for engineering project certification in Tanzania. Engaging an unregistered laboratory or misrepresenting registration status is an offence under Cap. 63.
